Donovan was the sole dissenting Council member to vote against the [[Community Maritime Park]] project and became active in the group [[Save Our City]], which attempted to overturn the Council's decision by referendum.
He was defeated by [[Larry B. Johnson]] in a [[Pensacola city elections, 2008|2008 runoff election]].
Married 30 years to, and recently separated from, Helene, they have a son, Ryan, and a daughter and son-in-law, Anna and Rick Johnson.
