[[July 10]], [[1957]]<ref>http://ricksblog.biz/?p=2166</ref>) is the publisher of the weekly ''[[Independent News]]''and former [[Gulf Breeze City Council]] member. Outzen graduated from the University of Missisippi in 1979 with a B.B.A.<ref>http://www.gbfsfl.org/__outzen.php</ref> He was elected to Seat C of the [[Gulf Breeze City Council]] in [[1992]] and served until [[2006]].  In [[1999]] Outzen founded an earlier papera weekly tabloid, the ''The Independent'', which merged with [[Joe Scarborough]]'s competing weeklypaper, the ''Florida Sun'', in [[2001]]. The name of the paper changed briefly to the ''Independent Florida Sun'' before settling on its current name.
Outzen writes a weekly column for the ''Independent News'' called "Outtakes." He also authors a [[Wikipedia:blog|blog]], called [[Rick's Blog]], which published its first post on [[February 20]], [[2005]].<ref>http://routzen.wordpress.com/2005/02/20/tasers/</ref>
