Victor Demarius Steen (November 12, 1991 - October 3, 2009) was struck and killed by the cruiser of Pensacola Police Officer Jerald Ard. Officer Ard claims he observed Mr. Steen trespassing at a construction site and attempted to stop him for questioning, after which he claims Mr. Steen fled on bicycle. Officer Ard then made the decision to pursue Victor Steen with his cruiser, violating several Pensacola Police Department pursuit policies in the process before striking and killing Mr. Steen near Cervantes and R Streets.
