Unless we can find some definitive date, we may want to just redirect this to [[Pensacola City Council]]. In papers circa early 1900s, "Board of Aldermen", "City Council", "Alderman", "Councilman", etc. are used pretty interchangeably. Seems like the terminology change might have happened over time rather than some singular change.
