Above the escutcheon is a hand (symbolizing faith, sincerity and justice) holding a quill pen (symbolizing learned employment and the liberal arts).
Five dates printed on the seal represent the following, according the Code of the City of Pensacola::"...On the left side of the shield the figures "[[1698]]," the year of the first settlement of Pensacola by the [[1678Spanish Pensacola|Spaniards]], and "[[1821]]", the year of the first city government under General [[1895Andrew Jackson]], United States Army, and on the right side of the shield the figures "[[19131895]] " and "[[19311913]] — are placed around ," the shield to indicate dates respectively of the five times that formation of the city adopted a new aldermanic and [[Pensacola city charterCity Commission|city chartercommission]] governments, and beneath the shield the figures "[[1931]]. (Note that these dates do not all correspond with Pensacola's ,"the date of the institution of the [[five flagsPensacola city charter|council-manager government]].")
