Outzen graduated from the University of Missisippi in 1979 with a B.B.A.<ref>http://www.gbfsfl.org/__outzen.php</ref> {{fact}} and moved to the Pensacola area in [[1981]].<refname="News Radio">http://www.newsradio1620.com/rick.html</ref> He was elected to Seat C of the [[Gulf Breeze City Council]] in [[1992]] and served until [[2006]].<ref name="News Radio"/>
In [[1999]] Outzen founded a weekly tabloid, the ''Independent'', which merged with [[Joe Scarborough]]'s competing paper, the ''Florida Sun'', in [[2001]]. The name of the paper changed briefly to the ''Independent Florida Sun'' before settling on its current name.
He is married to the former [[Cathy Outzen|Cathy Collins]] and has three daughters.
