Owen Wright Eubanks was the representative for District 1 on the Pensacola City Council from 1990-2005.

Eubanks was appointed to the District 1 seat to fill the vacancy left by Lois Benson when she resigned to seek state office. He decided not to seek reelection in 2004, and was succeeded by retired professor P. C. Wu.
