Pensacola City CommissionEdit

From 1913 until a new charter was adopted in 1931, the City of Pensacola was operated under a city commission form of government. The city commission was made up of three members, each of whom had a particular purview (police and fire, finance and revenue, or streets and public works), and one of whom was appointed Mayor.

On September 18, 1936, at a special meeting of the City Council, Mayor Henry Clay Armstrong was removed as mayor by an 8-1 vote. W. L. Moyer was appointed as the new mayor, but died later that evening. Max L. Bear was subsequently appointed as mayor.

On January 30, 2001, a referendum was passed moving municipal elections to the fall of even-numbered years, and providing for an elected mayor. This resulted in a short Council term, with the first fall election held November 5, 2002.
