The $35 million project was conceived in [[1995]] by the [[Aragon Group]], made up of developers [[Jim Reeves]], [[Robert Boothe]], [[Bob Montgomery]] and Reeves' daughter [[Michelle MacNeil]], whose firm [[Architectural Affairs]] designed most of the houses.
