May 10, 2012.</ref>, known for two things: "cotton and its daily newspaper." The young Outzen would later draw inspiration from Hodding Carter, II - the editor and publisher of Greenville's "Delta Democratic Times." Hodding was an intrepid opponent of segregation in the years following World War II.  Outzen graduated from the University of Missisippi in 1979 with a B.B.A.{{fact}} and moved to the Pensacola area in [[1981]].<ref name="News Radio">http://www.newsradio1620.com/rick.html</ref> He was elected to Seat C of the [[Gulf Breeze City Council]] in [[1992]] and served until [[2006]].<ref name="News Radio"/> In [[1999]] Outzen founded a weekly tabloid, the ''Independent'', which merged with [[Joe Scarborough]]'s competing paper, the ''Florida Sun'', in [[2001]]. The name of the paper changed briefly to the ''Independent Florida Sun'' before settling on its current name. Outzen writes a weekly column for the ''Independent News'' called "Outtakes."
