Cavanaugh was born in Terre Haute, Indiana, and raised in Wilmington, Delaware. He studied psychology, earning his bachelor's degree from the University of Delaware and master's and doctoral degrees from the University of Notre Dame. Before joining [[UWF]], Cavanaugh "held faculty and administrative positions at [[Wikipedia:Bowling Green State University|Bowling Green State University]], the [[Wikipedia:Medical College of Ohio|Medical College of Ohio]], the [[Wikipedia:University of Delaware|University of Delaware]] and the [[Wikipedia:University of North Carolina at Wilmington|University of North Carolina at Wilmington]], and was a visiting professor at the [[Wikipedia:Georgia Institute of Technology|Georgia Institute of Technology]]."<ref>[http://uwf.edu/president/bio.cfm UWF.edu - President's Bio]</ref>

Because the Florida legislature caps salaries of state university presidents at $225,000, the additions will be paid by the [[UWF Foundation]]. The contract was announced as the University is enacting an enrollment freeze and other cost-saving measures following a veto by Governor [[Wikipedia:Charlie Crist|Charlie Crist]] disallowing state universities to raise their tuition rates.
