The following is a list of ordinances adopted by the City of Pensacola in 1931.

Council-manager government[edit]

The City of Pensacola was reorganized under a council-manager government on September 7, 1931.

No. 1 No. 1 An ordinance to establish the procedure for the nomination and election of a member of the Civil Service Board by the officers and employees in the classified service of the City pursuant to section 67 of the Council-Manager Charter.
No. 2 An ordinance to provide for the expenses of the City Government for the month of October 1931.
No. 3 An ordinance to provide for the payment of the budget and other expenses of the City Government during the month of October, 1931.
No. 4 An ordinance to provide for payment in installments of delinquent taxes on real estate.
No. 5 An ordinance to remit the penalties and interest on tax liens and tax sale certificates held by the City of Pensacola prior to January 1st, 1931.
No. 6 An ordinance relating to the adjustment, compromise, settlement, satisfaction, surrender and cancellation of tax liens and tax sale certificates held by the City of Pensacola on real and personal property.
No. 7 An ordinance prescribing rates and regulations for the supply of natural gas in the City of Pensacola by the Florida Public Utilities Company, its successors and assigns.
No. 8 An ordinance making appropriations for the payment of the expenses of the City Government and for the payment of the bonded indebtedness of the City of Pensacola during the fiscal year beginning November 1st, 1931.
No. 9 An ordinance to regulate the keeping and use of certain animals within the corporate limits of the City of Pensacola.
No. 10 An ordinance authorizing Gulf Power Company to surrender its franchise for the operation of street cars in the City of Pensacola, and to discontinue street car service, except freight service upon the Bayshore line.
