Thomas A. Johnson was a Pensacola native who was appointed chairman of the State Road Board in 1941 by Governor Spessard Holland. He also served as Secretary of the Florida Department of Transportation from 1941 to 1945. During his tenure he was responsible for ending the toll on the old Pensacola Bay Bridge, for which it was named in his honor in 1948.

Johnson graduated from school in 1904.
