Rick Outzen (b. July 10, 1957[1]) is the publisher of the weekly Independent News and former Gulf Breeze City Council member.

Outzen graduated from the University of Missisippi in 1979 with a B.B.A.[2] He was elected to Seat C of the Gulf Breeze City Council in 1992 and served until 2006.

In 1999 Outzen founded a weekly tabloid, the Independent, which merged with Joe Scarborough's competing paper, the Florida Sun, in 2001. The name of the paper changed briefly to the Independent Florida Sun before settling on its current name.

Outzen writes a weekly column for the Independent News called "Outtakes." He also authors a blog, called Rick's Blog, which published its first post on February 20, 2005.[3]

He is married to the former Cathy Collins and has three daughters.
